Finally the second major access-restricted expressway is being planned and fast-tracked between Vizag and Kharagpur. This one will pass through the coastal districts of Odisha including the capital area. The following are links with more information on this.

The next step involves a detailed technical evaluation of the bids, which may take a couple of months. Afterward, the financial bids of the technically qualified consultants will be opened, determining the lowest bidder for each package.

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant for each package.
If contracts are awarded in the first half of 2025, then we can expect the DPR to be finalized by 2026-end. The DPRs will then go through the motions of approval, land acquisition and other clearances – so at this time I see construction work starting no sooner than 2028.
Once operational, Kharagpur – Vizag Expressway is expected to reduce the travel time between both cities to about 8 hours from the current 14 hour journey. This expressway (Packages 1 & 2) is part of a series of 5 new expressways (or “High Speed Corridors” as MoRTH now calls them) proposed for construction in India. Here’s a summary of all – click on the package number to see their bidder list (to be updated as I post):
It says that Kharagpur - Chandikhole - Cuttack - Khorda - Tangi 4-6 lane expressway would go through Saharpada, Patna, Keonjhar Sadar, Ghatagaon, Harichandanpur and Telkoi (all in the Keonjhar district) and M/s CEG has surveyed and produced the DPR for this.
Other locations mentioned in the DPR through which this expressway passes are: Baniabarei, Dinida, Arjunpur, Jamuda, Maharpada, Raikela, Jumei, Murusuan, Bhalupahada, Denua, Manpur, Kendeipasi, Chakundapal, Shyamsundarpur, Sharadhapur, Keonjhar Sadar, Dimiria, Jalapashi, Haladharpur, Makurapashi, Mundagangar, Bankapatuli, Sharabeda, Ruchishila, Pandapada, Mashinajodi, Panashia, Bidhakhmana, Kalapata, Sharadhapashi, Tangarabahali, Pithigola, Kharada, Patikilipur, Karangapal, Purujoda Raisuan, Merda, Darabarpur, Samakuda.
It is not clear how much of this expressway's Kharagpur-Keonjhar sadar segment will be new (greenfield) and how much will be upgradation of existing roads shown in the above map. https://www.facebook.com/photo/?fbid=121...7315572953 mentions that until it hits the Capital Ring road (Rameswar - Govindpur, Cuttack) it will be Greenfield.

Bhubaneswar: A high-speed corridor connecting Kharagpur in West Bengal with Vijayawada in Andhra Pradesh will pass through nine districts in Odisha.
The six-lane greenfield expressway will pass through Mayurbhanj, Keonjhar, Dhenkanal, Cuttack, Nayagarh, Ganjam, Gajapati, Rayagada and Koraput.
Works Department Principal Secretary Sanjay Kumar Singh today chaired a high-level meeting on the proposed road project at the Lok Seva Bhawan in the capital city here.
The meeting discussed the proposed route of the expressway project and issues related to the land acquisition.
The 1,102-km expressway will be constructed in four states—West Bengal, Jharkhand, Odisha and Andhra Pradesh, reports said.
Altogether 522 km of the high-speed corridor will be built in Odisha. The new road will connect 27 urban areas in the state.
Around 97 km of the expressway will be constructed in Ganjam, followed by 88 km in Dhenkanal, 86 km each in Mayurbhanj and Keonjhar and 53 km in Rayagada.
The proposed high-speed corridor will connect several mineral-rich regions in Odisha and boost economic development.
