The above list does not include (i) AIIMS and medical colleges under other universities in Odisha: In particular (ii) KIMS under KIIT, (iii)-(iv) Two IMS colleges under SOA, (v) a medical college under DRIEMS and (vi) VIMSAR Sambalpur.
17 + 6 = 23. The list in the previous post has 21. The two missing are the two post graduate institutes (13) Acharya Harihara .. Curttack and (15) PGIMER Bhubaneswar.
It is not clear what happened to the PG institute in Rourkela that the PM had promised and why it is not listed. It was initially called https://en.wikipedia.org/wiki/Ispat_Post...y_Hospital . But later Apollo took it over. https://www.apollohospitals.com/hospital...l-rourkela Is it offering any PG program? If so, under which university. The page https://www.apollohospitals.com/academic...-education does not seem to have the information. The page https://www.apollohospitals.com/academic...es/medical is also not helpful.
