* To be funded by both state and center
* To have 3 phases of metro by 2036
* Phase 1: Bhubaneswar airport to Cuttack via Jayadev Vihar
* Phase 2: Pahala to AIIMS via Rasulgarh
* Phase 3: Rasulgarh to Uttara Square

Then by 2047

* Phase 4: Uttara square to Puri
* Phase 5: AIIMS to Khurda
