BHUBANESWAR:  The Centre has blamed the State government for the delay in completion of Talcher-Bimlagarh rail link project. Replying to questions from BJD MP Mahesh Sahoo and BJP MP Jual Oram, Union Minister of Railways Piyush Goyal said only the 20-km-long Talcher-Sunakhani section of the project has been completed.

He said work has been taken up in 23.5 km length from Sunakhani station (20 km to 43.50 km) and the State government has to expedite land acquisition and handing over of balance 916 acre land.

The Minister said the anticipated cost of Talcher-Bimlagarh (149.74 km) newline project is Rs 1,928 crore. An expenditure of Rs 839 crore has been incurred so far. While the budget outlay of Rs 140 crore was provided in 2020-21, only `10 crore provision is made for the 2021-22 fiscal.

He said regular meetings are being held with the officials of State government and authorities concerned to resolve the pending issues obstructing the progress of projects and ensure timely completion without cost overrun.

Meanwhile, the East Coast Railway (ECoR) has revised the deadline for the project to March 2023. When the project was sanctioned in 2003-04, the Centre had fixed 2012 as the deadline for completion.

Ministry of Ports, Shipping & Waterways (MoPSW) has accorded administrative approval for sanction of Rs 50.30 crore for developing all-weather ROPAX (Roll-on/Roll-off Passenger)Jetty and allied infrastructure connecting Kaninali in Bhadrak district &Talachua in Kendrapara district, Odisha under the Sagarmala initiative. The Government of Odisha will fund another 50% cost of the project.

The total capital cost of the project is Rs 110.60 crore which includes construction of RO-PAX Jetty at Kaninali and Talachua, utility infrastructures such as parking area development, navigational aids and dredging.

This project will reduce travel time for passengers from 6 hours by road to 1 hour by waterway. The development of the existing ghat with all-weather ROPAX jetties is being carried out with intent of accommodating boats, launches and other vessels as well as to ply vessel having capacity to carry 10 light Motor vehicles, 20 Motorbikes along with 60 passengers at a time, simultaneously ensuring safety of all passengers and vehicles.The project will facilitate indirect employment opportunities to locals around Dhamra river and reduce road distance of ~200 km from Talachua to Dhamra.                           

Kaninali in Bhadrak district and Talachua in Kendrapada district, are located on the northern and southern banks of River Dhamra respectively. The people of Talachua and nearby villages largely depend upon Dhamra port for their livelihood, which is approximately 4 kms from Kaninali Ghat. Since there is no connectivity through roads, the local population depends upon passenger ferries at ghats of Kaninali and Talachua to cross the river (a stretch of 7 Km). Currently, Number of passenger vehicles move through private boats without safety and passengers face difficulty in embarking and disembarking from launches on an everyday basis. This project will enhance the safety of passengers and vehicles with state-of-the-art utility infrastructure. The connectivity will increase the commercial and business activities and uplift the socio-economic status of the surrounding region.

Cuttack: This revamped boat club is created by Odisha Tourism through OTDC with an investment of Rs.2 Crore with a view to promote water-based recreation in River Mahanadi.

Chief Minister Naveen Patnaik inaugurated the project and in his virtual address said, “To tap the State’s tourism potential incorporating water bodies, we are rapidly developing tourism and hospitality infrastructure in identified areas. This recreational offering in the mighty Mahanadi river will help in establishing Odisha as a sought-after tourism hub.”

The infrastructure at this Boat Club, adversely impacted by Cyclone Fani, has been upgraded to include a floating jetty, booking counter and complex for lifeguards, toilet complex, a restaurant , adequate parking space and a park with children’s play area.

The infrastructure will be further augmented in phases. The activities that will be operationalized in the Boat Club include Jet Skis, Speed Boats, Day Cruise, Banana Boat, Inflatable Boat, Water Scooters, Floating café, Kayaking, Canoeing, Pedal Boats, Scuba Diving etc. OTDC will operate and manage the boat club, where operators will be allowed to use the common infrastructure and facilities on a user fee model.

As of now two operators will start operations at the Boat Club and steps are being taken for engagement of additional operators for operations over the next month.

Bhubaneswar: The Odisha Government on Monday approved proposals for the setting up of the Bagchi-Sri Shankara Cancer Hospital & Research Institute and the Bagchi- Karunashraya Palliative Care Centre in Bhubaneswar.

Skill Development Authority Chairman, Subroto Bagchi and his wife Susmita have pledged to donate Rs 340 crores to set up the world class palliative care unit and a cutting-edge cancer hospital, says reports.

For the Bagchi-Sri Shankara Cancer Hospital & Research Institute, Subroto Bagchi and Susmita Bagchi have pledged Rs 210 Crore. The State Government will provide 20 acres of land for free at Infocity-Il in Bhubaneswar for the hospital.

The cancer hospital will be set up by the Sri Shankara Cancer Care Foundation a charitable Bangalore-based institute with philanthropic practice.

Around 25% beds shall be set aside for free treatment, while another 25% beds shall be set aside for patients supported under different Government Health Schemes. The remaining 50% patients will pay for the services and the revenue generated shall be utilized for expansion and supporting the poor patients, said the official release.

The Bagchi- Karunashraya Palliative Care Centre will be set up by Karunashraya Hospice Trusts, Bangalore. The trust shall take the responsibility to train local doctors, health care providers and care-givers on Palliative Care.

Subroto Bagchi and Susmita Bagchi will pledge Rs. 130 crore for the Palliative Care Centre and the Odisha government will provide another 20 acres of land for free at Infocity-II for establishment of the hospital.

The Palliative Care hospital will be equipped with 100 beds which will later be expanded, said the official release.

“100% of beds shall receive free services. The Palliative Care Centre will provide holistic Palliative Care along with Pain Clinic, aseptic procedures, end of life care with empathy and death with dignity,” the statement added.
