In parallel, five Government ITIs will be upgraded as Utkarsh ITIs with enhanced intake capacity, Introduction of new-age trades, and strong industry partnerships, supported by a structured roadmap for strengthening all 72 Government ITIs across the State.<br />

Once fully operational, OSDP Phase II is expected to benefit over 60,000 youth annually, with special focus on increasing participation of girls, SC/ST communities, divyangas, and particularly vulnerable tribal groups.<br />

The total approved outlay for the project is Rs 1,140 crore, to be implemented over five years through a 50:50 funding arrangement comprising Rs  570 crore as loan assistance from ADB and Rs 570 crore from the State Budget.</blockquote>

To scale demand-driven and high-quality skill training and vocational education at regional level, Shri Dharmendra Pradhan, Union Minister for Education and Skill Development &amp; Entrepreneurship laid the foundation stone for <span style="font-weight: bold;" class="mycode_b">National Skill Training Institutes (NSTI) Plus</span> today to elevate the capabilities of Odisha’s young cadre. NSTI Plus, under the Directorate General of Training (DGT), apex organization of the Ministry of Skill Development &amp; Entrepreneurship (MSDE) will train 500 instructors in Phase-1 under the <span style="font-weight: bold;" class="mycode_b">Craftsmen Instructor Training Scheme (CITS)</span> and will further incorporate another 500 instructors for upskilling and reskilling.<br />
<br />
Shri Pritiranjan Gharai, Minister of State, Department of Rural Development, Skill Development &amp; Technical Education; Smt. Aparajita Sarangi, MP, Bhubaneswar; Shri Muzibulla Khan, MP, Rajya Sabha; Shri Suresh Kumar Routray, MLA, Odisha; Shri T G Sitharam, Chairman, All India Council for Technical Education (AICTE); Shri Atul Kumar Tiwari, Secretary, MSDE; and Trishaljit Sethi, Director General, DGT graced the event. <br />
<br />
Speaking on the occasion, Shri Dharmendra Pradhan, Minister for Education and Skill Development &amp; Entrepreneurship said that every effort of our Prime Minister Shri Narendra Modi is a step towards empowering India’s YuvaShakti and realising the vision of a developed India by 2047. He further said that, NSTI will emerge as a modern gurukul to equip candidates as well as trainers with industry and future-ready skills. He expressed his confidence that the upcoming state-of-the-art integrated campus of NSTI will empower the youth of New India by providing them with cutting-edge skills and knowledge required to excel in the 21st century. It will encourage entrepreneurship, equip master trainers with expertise aligned with current and future industry demands and help realize the vision of Viksit Bharat, he added.<br />
<br />
Aligned with the vision of our Prime Minister, Shri Narendra Modi of making India the Skilling destination of the World, MSDE is introducing several fresh and innovative initiatives and NSTI Plus is a robust step in this direction, enabling the State of Odisha to harness the potential of its youth. <span style="font-weight: bold;" class="mycode_b">Constructed on a 7.8-acre campus of Jatni, Bhubaneswar, NSTI Plus will not only accommodate institutions like National Institute of Entrepreneurship and Small Business Development (NIESBUD), National Skill Development Corporation (NSDC) and Skill India International Centre (SIIC), but also emerge as a potential hub for diverse skill development activities.</span><br />
<br />
The envisioned NSTI Plus will also serve as a nucleus for emerging start-ups, an incubation centre, and a versatile hub for cultivating various skills. It also has the potential to serve as a prototype training facility for other states. Furthermore, educators play an immense role in moulding the future of youth and institutions like NSTI Plus has potential to unlock horizon of opportunities to instil soft skills, impart hands-on-training on new technologies and foster effective learning environment.<br />
<br />
Currently, there are 524 ITIs in the region with seating capacity of 1,04,134, and institutions with flexible learning models like NSTI Plus will advance the vocational training framework to be more accessible, inclusive and innovate in its embodiment.<br />
<br />
NSTIs will also take on the role of capacity-building centers for educators in schools. The selection of courses and training programs will be meticulously designed in association with industries to meet the needs of the local community. To fuel further growth, collaborative efforts will be made to develop an integrated 4.0 campus for entrepreneurs with modern new-age skills.<br />
<br />
Another core aspect is the strategic location of the institute. Surrounded by premium institutions like National Institute of Science Education and Research (NISER), Skill Development Institute (SDI), Indian Institute of Technology (IIT) helps in improving the engagement of students with vocational training institute.<br />
<br />
By offering specialized training programs, the mega-hub institute unlocks the potential of youth across diverse domains; including Engineers, supervisors, technicians, executives, and faculty members of educational institutions that caters to the needs of both national and international markets.<br />
<br />
On the completion of the training, the ministry will provide certificates to students in collaboration with IGNOU, NIOS and NIESBUD to propel vertical and horizontal mobility of the candidates.</blockquote>

The Government of India in the Ministry of Skill Development and Entrepreneurship initiated a step in Dec.’2018 for further improving skill training and apprenticeship training and ensure effective integrated development and monitoring of these programmes at State level. After careful consideration, it has been decided to set up Regional Directorates of Skill Development and Entrepreneurship (RDSDEs) for each State / UT. Proposed RDSDEs would subsume the existing activities, personnel, assets and liabilities including lands and buildings of erstwhile Regional Directorates of Apprenticeship Trainings (RDATs) located all over India and hence office of RDATs would cease to exist. However, the existing Central Field Institutes viz; National Skill Training Institutes (NSTIs) / NSTI (W) would be an integrated subordinate formation under respective RDSDEs. Heads of RDSDE would be known as Regional Director. RDSDEs would be Attached Offices of the Ministry.<br />

In connection of above, Regional Directorates of Skill Development and Entrepreneurship (RDSDE) Odisha was set up in Jan’2019, headquarter at Bhubaneswar with inclusion of National Skill Training Institute Bhubaneswar under its jurisdiction. Following are the broad functions/ activities of RDSDE Odisha:<br />

I. Implementation, Monitoring and Coordination of all Scheme (General and Women Training) of DGT<br />

a) Craftsmen Training Scheme<br />

·  Giving inputs viz. addition of courses, deletion of courses etc. as per DGT Hqrs. instructions from time to time.<br />

·  Ensuring Dual System of Training (DST) in all ITIs in the States.<br />

·  Ensuring that all ITIs in the state participate in grading exercise.<br />

B) Craft Instructor Training Scheme<br />

·  Training of Craft Instructors in the techniques of transferring hands-on skills.<br />

C) Advanced Vocational Training System<br />

·  Design and run the short term training programme in association with industry as well for ITI instructors of the State(s).<br />

·  Registration of contracts of apprenticeship.<br />

F) Skill Strengthening for Industrial Value Enhancement Operation (STRIVE)<br />

·  Physical Progress and Financial Utilization with respect to the Industrial Training Institutes (ITIs) (400 Govt. and 100 Pvt.) to be selected under STRIVE, spread over to 36 States and Union Territories.<br />

·  Coordination with the State Project Implementing Units (SPIUs) on the Progress and Process of STRIVE.<br />
<br />
·  Physical Progress and Financial Utilization with respect to 100 Industrial Clusters (ICs) to be selected from among 36 States and Union Territories.<br />

·  Coordination with the State Apprenticeship Management Committees (SAMCs)on the Progress and Process of Apprenticeship programmes under STRIVE.<br />

I) Enhancing Skill Development Infrastructure (ESDI) in NE States and Sikkim (Applicable only for Regional Director(Skill Development) for those States.<br />
<br />
The Scheme has provision for Central assistance to States in following four components: (i) Upgradation of ITIs by introducing three new trades per ITI; (ii) Supplementing infrastructure deficiencies in ITIs by constructing new hostel, boundary wall and supplementing old and obsolete tools and equipment; (iii) Funding Monitoring Cells at Central &amp; State Level; and (iv) Establishment of New ITIs in 8 States.<br />

The activities &amp; responsibilities for this Scheme are as follows:<br />

The Government of India in the Ministry of Skill Development and Entrepreneurship initiated a step in Dec.’2018 for further improving skill training and apprenticeship training and ensure effective integrated development and monitoring of these programmes at State level. After careful consideration, it has been decided to set up Regional Directorates of Skill Development and Entrepreneurship (RDSDEs) for each State / UT. Proposed RDSDEs would subsume the existing activities, personnel, assets and liabilities including lands and buildings of erstwhile Regional Directorates of Apprenticeship Trainings (RDATs) located all over India and hence office of RDATs would cease to exist. However, the existing Central Field Institutes viz; National Skill Training Institutes (NSTIs) / NSTI (W) would be an integrated subordinate formation under respective RDSDEs. Heads of RDSDE would be known as Regional Director. RDSDEs would be Attached Offices of the Ministry.<br />

In connection of above, Regional Directorates of Skill Development and Entrepreneurship (RDSDE) Odisha was set up in Jan’2019, headquarter at Bhubaneswar with inclusion of National Skill Training Institute Bhubaneswar under its jurisdiction. Following are the broad functions/ activities of RDSDE Odisha:<br />

I. Implementation, Monitoring and Coordination of all Scheme (General and Women Training) of DGT<br />

a) Craftsmen Training Scheme<br />
<br />
·  Giving inputs viz. addition of courses, deletion of courses etc. as per DGT Hqrs. instructions from time to time.<br />
<br />
·  Ensuring Dual System of Training (DST) in all ITIs in the States.<br />
<br />
·  Ensuring that all ITIs in the state participate in grading exercise.<br />
<br />
B) Craft Instructor Training Scheme<br />
<br />
·  Training of Craft Instructors in the techniques of transferring hands-on skills.<br />
<br />
C) Advanced Vocational Training System<br />
<br />
·  Design and run the short term training programme in association with industry as well for ITI instructors of the State(s).<br />
<br />
D) Apprenticeship Training Scheme<br />
<br />
·  Registration of contracts of apprenticeship.<br />
<br />
·  Promoting Apprenticeship Training at in the State(s).<br />
<br />
·  Arranging Trade Committee Meeting and Regional Apprenticeship Advisory Committee meeting in accordance with the directives of Hqrs.<br />
<br />
·  Assistance and advice to State Apprenticeship Advisers and Private sector industries within the region.<br />
<br />
·  Ensuring BTPs in association with industry and good graded ITIs.<br />
<br />
E) National Apprenticeship Promotion Scheme<br />
<br />
·  Receiving claims from employer for reimbursement.<br />
<br />
·  Claim clearance.<br />
<br />
·  Monitoring of NAPS to know whether the apprentices are actually undergoing apprenticeship training.<br />

F) Skill Strengthening for Industrial Value Enhancement Operation (STRIVE)<br />
<br />
·  Physical Progress and Financial Utilization with respect to the Industrial Training Institutes (ITIs) (400 Govt. and 100 Pvt.) to be selected under STRIVE, spread over to 36 States and Union Territories.<br />
<br />
·  Coordination with the State Project Implementing Units (SPIUs) on the Progress and Process of STRIVE.<br />
<br />
·  Physical Progress and Financial Utilization with respect to 100 Industrial Clusters (ICs) to be selected from among 36 States and Union Territories.<br />
<br />
·  Coordination with the State Apprenticeship Management Committees (SAMCs)on the Progress and Process of Apprenticeship programmes under STRIVE.<br />

      In the year 2014-15, the institute converted from Model Industrial Training Institute (MITI) to Advanced Training Institute (ATI) and introduced Crafts Instructor Training Scheme (CITS) programme on Fitter trade with 40 intake capacity. Later, in the year 2018-19 another two CITS trades was introduced on Electrician and Welder with 20 intake capacity each.<br />

      Recently, in the year 2018-2019 the institute is renamed as National Skill Training Institute(NSTI) Bhubaneswar subsuming the existing Activities, Personnel, Assets and Liabilities including Lands and Buildings of erstwhile Advanced Training Institute (ATI). The institute introduced two new age course Solar Technician (Electrical) under CTS Scheme and Advanced Diploma in IT Networking and Cloud in the year 2019-20. The institute also introduced some short term training course on Master Trainers Training Programme on Adobe Sparks, SAP Data Sciences. <br />
