As per https://www.newindianexpress.com/states/odisha/2024/Feb/28/four-hospitals-to-be-redeveloped-at-rs-3360-crore there will major upgradation of MKCG MCH at Berhampur, VIMSAR at Burla, Rourkela Government Hospital (RGH) and Acharya Harihar PG Institute of Cancer (AHPGIC) at Cuttack at the cost of Rs 850 crore, Rs 950 crore, Rs 660 crore and Rs 900 crore, respectively.

As per https://timesofindia.indiatimes.com/education/news/nmc-caps-mbbs-batch-size-to-150-for-new-medical-colleges/articleshow/108650735.cms the National Medical Commission recommends 100 medical seats per 10 lakh (i.e. 1 million) population. As per https://statisticstimes.com/demographics/india/odisha-population.php Odisha's population in 2023 is estimated to be 46.4 million and is expected to rise to 49.1 million by 2036.
So Odisha should have 4640 medical seats now and 4910 medical seats by 2036.
As per https://www.nmc.org.in/information-desk/for-students-to-study-in-india/list-of-college-teaching-mbbs/ (search: Orissa) Odisha has 2525 seats in 17 medical colleges. Three more in Jajpur, Phulbani and Talcher are coming up soon. So there is need for at least 10 more medical colleges and some of the existing ones need to expand their capacity.

This is aligned with the central government's plan - see https://indianexpress.com/article/education/pm-modi-announces-75000-new-medical-seats-independence-day-speech-9515207/ -- to have 75,000 more MBBS seats.

- Angul - One in Talcher should start any day. Will there be a new one in Angul, which is the district HQ?
- Boudh (Baudh) - New one is needed.
- Balangir - Has one
- Bargarh - New one is needed.
- Balasore (Baleswar) - Has one
- Bhadrak - New one is needed
- Cuttack - Has SCB
- Deogarh (Debagarh) - New one is needed
- Dhenkanal - New one is needed
- Ganjam - Has MKCG Berhampur
- Gajapati - New one is needed
- Jharsuguda - New one is needed

The two new medical colleges are: one in Jajpur and another by SOA in Bhubaneswar (perhaps a second location in Bhubaneswar).

VIMSAR, Burla: ₹1,594 crore to raise beds from 1,485 to 2,861
MKCG, Berhampur: ₹1,014.13 crore to increase capacity from 1,583 to 2,033 beds
Rourkela Government Hospital: ₹627.16 crore for expansion from 437 to 763 beds
Capital Hospital, Bhubaneswar: ₹5,958 crore to boost from 750 to 2,582 beds
Additionally, Acharya Harihar Cancer Institute in Cuttack will also grow, with 1,127 beds planned under an ₹895.89 crore redevelopment.
